BCV Solutions was founded in 2004, with a strong focus on building customer-valued effective solutions delivered on time and within budget with results that would exceed your expectations. The management team of BCV Solutions, Inc. brings over 20 years of expertise in partnering with government, commercial and educational customers to deliver premier management consulting solutions. The firm’s Principals, Consultants and Management team understand the mission, needs and challenges facing our government and corporate customers first-hand, after serving in various technical and managerial positions both within federal and corporate enterprises.

Karen Lynn Bell, Co-Founder and CEO of BCV Solutions, brings her extensive expertise from a depth of successful technical and executive responsibilities in corporate, consulting, and government environments.  Her broad experiences and expertise in managing enterprise-wide educational, technical and financial programs, working closely with demanding customers and consistently delivering high levels of services and solutions, have significantly improved the performance of the projects and furthered the mission of program. Prior to founding her company, KarenLynn held executive and managerial positions at Aetna, CIGNA and PriceWaterhouse Coopers headquarters, as well as, for over a decade, in technical positions at the US Dept. of Labor. She has worked extensively in actuarial and contingency planning consulting as well as in Systems Project Management at Lockheed Martin and IBM Corp. Ms. Bell holds a B.A. in Economics from George Washington University, with certifications in MCSE, INFOSEC, DHTI+ and is completing certification as Business Continuity Professional (CBCP). Further, she has been a committed and enthusiastic mentor and trainer in areas of technology among non-profit organizations.

Avis Yvette Bell, Co-Founder and CTO of BCV Solutions, is responsible for ensuring the integrity and effectiveness of the full life-cycle of technical solutions delivered by the company. She holds a B.S. degree in Electronic Engineering Technology from Capitol College and certifications in MCSE, CCNA, DHTI+ and, is currently pursuing her Leadership in Energy and Environmental Design (LEED-AP), as she leads the firm’s design and implementation team in the delivery of the firm’s “Green” and Energy Efficiency Solutions. Avis’ strong technical experience has brought significant value to the company’s broad approaches to its technology, scientific and engineering support services. She has experience in designing solutions in electronic and satellite engineering, network surveillance, information technology systems integration, software testing & Q&A, as well as energy efficiency management systems. Before founding BCV SOLUTIONS, Ms. Bell has previously held technical positions at USDA, Honeywell, Siemens, US Navy, IRS and CSC.
